The True Story Of Drug Kingpin Arturo Beltrán Leyva And His Reign Of Terror In Mexico The bloodthirsty leader of the Beltrán Leyva Cartel, Arturo Beltrán Leyva was the prime suspect in numerous murder cases in Mexico, including a federal police commissioner, a key protected witness in a drug trafficking case, and several cartel rivals — who were usually found with the message "El Jefe de Jefes" ("The Boss of Bosses") near their bodies.
